# SIM registration and your Ghana Card: what happened, and why it still matters

Between 2021 and 2023, millions of Ghanaians queued at telco offices to re-register their SIM cards using their Ghana Card. Some lost access to calls, data and Mobile Money for days because they missed a deadline. If you were caught up in it, or you are about to get a new SIM, here is what it was about and why it still matters.

## What the exercise was

The SIM re-registration exercise began on **1 October 2021**. Every SIM card had to be linked to its owner’s **Ghana Card**, the national biometric ID. The process involved linking your Ghana Card number to your SIM through a short code, then visiting your network to have your biometrics captured.

The stated aims were to reduce fraud and crime carried out with anonymous or wrongly registered SIMs, including mobile money fraud.

## The deadlines and the blocking

- The first deadline was **31 March 2022**, and it was extended several times.
- In September 2022, the National Communications Authority (NCA) introduced punitive measures, including rotating blocks on outgoing calls and data for incompletely registered numbers. Text messaging was not blocked.
- After the deadlines, SIMs that were not fully registered were deactivated, with a period allowed to complete registration before the numbers could be reassigned.
- A further cut-off came on **31 May 2023**, after which millions of unregistered SIMs were blocked. Reports put the number at around eight to nine million. Owners of blocked SIMs could not make calls, send SMS or do financial transactions until they registered.

The NCA chose blocking rather than deleting, so people did not lose their numbers or data permanently and could restore service by completing registration.

## What it means for you today

- **New SIMs are registered to a Ghana Card.** Bring yours when buying a SIM or replacing a lost one.
- **Every SIM in your name is your responsibility.** Do not register SIMs for other people with your Ghana Card. If one is used for fraud, it is linked to you.
- **SIM replacements require ID.** This is part of what makes SIM swap fraud harder, though not impossible.
- **Your Ghana Card is valuable to fraudsters.** Do not post photos of it online or hand copies to people who do not genuinely need them.

Lost your SIM? Visit your network’s service centre with your Ghana Card to get a replacement with the same number. Block the old SIM first by calling customer care from another phone.

## Check the SIMs registered to you

Networks have offered ways to check registration status, usually through their short codes or customer care. If you suspect a number you do not own is registered with your Ghana Card, contact that network.

## If your SIM is blocked

1. Contact your network’s customer care or visit a service centre with your Ghana Card.
2. Complete any missing registration steps, including biometric capture.
3. Ask for confirmation once your line is restored.
