- Description: NGIC was licensed in 2024 as Ghana’s shared 4G/5G network and started commercial operations in March 2026. Its exclusivity has since been removed and MTN and Telecel have their own 5G spectrum. What changed and why.

Ghana’s path to 5G took an unusual route: a single shared network, then a sharp change of course. Here is the story in plain terms.

## The original plan (2024)

**Next-Gen InfraCo (NGIC)** was set up as a shared, wholesale 4G/5G network. Instead of each mobile operator building its own 5G, NGIC would build one network and sell capacity to MTN, Telecel, AT and internet providers. It received a **ten-year exclusive licence in May 2024**.

## Delays, then launch (2025–2026)

- The rollout was delayed several times, and the government set a late December 2025 deadline.
- On **3 March 2026**, NGIC announced commercial operations after regulatory approval, with service in parts of Accra, Kumasi, Tamale and other areas.
- Reports said about **49 5G sites** were operating as of March.

## The change of course

- In **late February 2026**, authorities withdrew NGIC’s exclusivity, moving to a **hybrid model**: spectrum offered through a competitive tender, so operators can build their own 5G.
- On **15 July 2026**, the NCA approved reforms removing the wholesale 5G exclusivity framework.
- In **October 2026**, licences and spectrum went to **MTN** (700MHz and 3GHz) and **Telecel** (2.3GHz). Bloomberg’s report said the permits followed the end of a deal involving Indian billionaire Mukesh Ambani.

## Why it matters

- **Competition:** operators can now launch their own 5G instead of waiting for a single provider.
- **Speed of rollout:** Telecel targets December 2026; MTN has not given a date.
- **Coverage targets:** the government wants 70% 5G population coverage by March 2027.

## Common questions

### What is Next-Gen InfraCo?

A wholesale infrastructure company licensed to build a shared 4G/5G network that mobile operators and internet providers can connect to.

### Is NGIC still the only 5G provider?

No. Its exclusivity was withdrawn in early 2026, and in July 2026 the NCA approved reforms ending the wholesale exclusivity framework.

### How big is NGIC’s network?

Reports said only 49 5G sites were operating as of March 2026, covering parts of Accra, Kumasi, Tamale and other areas.

### Will NGIC still matter?

It can still sell capacity to operators, but networks can now also build their own 5G.
